Description:
This is so trivial it barely seems worth raising a ticket but here goes:
Download link doesn't work from a non root url because of the {base} tag that
isn't required, should just be /downloads.html
mailto links on the mailing list subscription page don't work because they
should be mailto: not with the appended slashes
