I was only able to find two occurrences of the URL mentioned:

I'm not familiar with the doap_CLIMATE.rdf xml file, but it looks like some
useful documentation content.
For the other occurrence, I would replace the paragraph with the following:
"../README.md:There are a number of examples in the *examples* directory to
help users get started with the toolkit API. If you have questions, the best
way to get help is to email the project mailing lists which can be found on the
[project's community page](http://climate.apache.org/) by selecting the
"Mailing Lists" option from the "Community" drop-down menu."
