If you have insights into how I can make urllib compatible with Python 2.7,
3.3, 3.4 and 3.5 it would be very helpful. You can see the offending build
which is preventing the podaacpy test suite from running against Python2.7.
Once we fix this, I will release Podaacpy and we can merely upgrade in OCW.
I am going a walk just now but I will be around later on to deal with this and
hopefully stabilize everything.
