CLIMATE-945 Grunt Errors On Build Task
- Fix htmlmin parsing error on ocw-ui/frontend/app/views/modelselect.html.
- Added missing dependency for npmin.
- Add jscs dependency and rule file to replace deprecated functionality in
jshint.
