I stand corrected:  

Taking NARR as an example. 

The API returns [].

[https://rcmes.jpl.nasa.gov/content/narr] lists a parameter called NARR 200 hPa 
Temperature on Regular Grid with an ID of 76.

However, 
[https://rcmes.jpl.nasa.gov/query-api/query.php?datasetId=13&parameterId=76&latMin=-45.76&latMax=42.24&lonMin=-24.64&lonMax=60.28&timeStart=19900101T0000Z&timeEnd=20071231T0000Z]
 returns "Invalid datasetId or parameterId provided. Please check your values 
and try again."

This would seem to imply that the documentation on the RCMED site is incorrect 
and Beautiful Souping the page will not help.
