Description: When regridding Stage IV precipitation data,
dataset_processor.py's [spatial_regrid
function|https://github.com/apache/climate/blob/8e1edc873c9c2bcc68a5f14dd59299c15bdcdb51/ocw/dataset_processor.py#L182]
generates regridded output on the grid points shifted eastward. In contrast,
scipy.interpolate.griddata properly regrid the same precipitation data. This
must be resolved before releasing a next version. (was: When regridding Stage
