Currently the metrics_plots function does a lot of things, and none of these
things can be called from an external source (like the GUI).
This issue is a parent issue since the scope of this cleanup and refactor is
pretty large.
The sub-tasks will each focus on a single refactored feature set (i.e.
SubRegions, FileOutputs, Model and Obs Selection, etc...)
The goal is to make the code easy to call from the GUI and to make it more
maintainable in the future.
