The current map drawing routine should be moved out of the ParameterSelectCtrl
since it has nothing to do with ParameterSelection!!
For this to work a service will be created to encapsulate the selected region
parameters which the draw routine requires. Following that, the drawing routing
will be moved to the correct controller.
