We have a style guide that we currently follow but we need to declare it
publicly for new users.
* Write up a spec that new users can reference when making contributions. This
should be easy since we're pretty much using PEP-8
* Update the pylint config (if necessary)
* Add a section to the website where users can access this document and
instructions on how to access the pylint config that checks for adherence to
our style guide.
