Issue for adding evaluation.py and the Evaluation class to OCW.
The Evaluation class will encapsulate an evaluation. It will store datasets and
metrics that the user wants to run in a central location. It will be
responsible for running the final evaluation and storing the results. The
Evaluation class will also provide access to the results so downstream
components can do further processing (such as plotting).
