The current plan is to port calc_average_on_new_time_unit_K() function from
rcmes.toolkit.process and drop it into ocw.dataset_processor as a private
function.
Once this function has been integrated into the
dataset_processor.temporal_rebin() public function, tested, documented, then I
can resolve this issue.
calc_average_on_new_time_unit_K will have the prefix '_rcmes' to clearly
identify it as an old rcmes function that will need to be cleaned up and
refactored in the future.
