We have received a request from Duane Waliser at JPL to make the UI easily
skinnable, so that e.g., for our JPL RCMES deployment which is powered by OCW,
we want to prominently display our RCMES product, and skin the RCMES UI with
its logo, etc., but then to still be able to show powered by OCW. This will
require skinning of the UI.
