While adding the subset functionality to the dataset_processor module it has
become apparent that there is a need for a Subregion object. Right now a
subregion is treated as as dictionary. Validating a subregion is forcing a lot
of unnecessary logic to be shoved into dataset_processor that is better off
refactored out and placed elsewhere.
