A number of changes to the existing UI and the underlying Bottle web services
were made over the last several months to improve support for different
plotting mechanisms. These changes are extremely valuable to the system as a
whole, but at the moment they exist in a siloed implementation that makes it
difficult for a user to select individual metrics/plotting options. This branch
represents a space for organizing the changes to be more modular and to better
leverage the OCW APIs
