test_local depends upon NetCDF files that are located in /trunk/examples/. This
files are fairly large and outside of the OCW package. If a user gets OCW from
some where other than the Apache repo it's fairly likely that they won't have
access to the files to run the tests. The tests should be changed so they no
longer depend on the external files or the files need to be moved.
