Denis Nadeau recently pushed obs4MIPs to OCW. A few minor things need to be
taken care of so it feels more at home at OCW.
Clean up Licenses and Copyright notifications
Drop unneeded files (CHANGELOG, MANIFEST, setup.sh)
Update obs4MIPs/setup.py with OCW contact information
Add a JIRA component for obs4MIPs
