[ACS41][BLOCKER] SSVM does not use IPs allocated for Storage Network

I've opened a JIRA issue CLOUDSTACK-2215, I consider this to be a blocker, 
since SSVM does not use the IPs that we've allocated. Instead, it pulls 3 IPs 
from 2 public ip ranges. Hence, we cannot create effective firewall rules - 
since it does not use the ip range we expect it to use.
