I had created a ticket for the issue 
https://issues.apache.org/jira/browse/CLOUDSTACK-3004 
Will work on it and send the patch for the review. 

Fix would be, remove the script from console proxy folder, modify the 
systemvm-description.xml  to include the ssvm_check file from the proper 
location.
