You are welcome to do a proposal regarding development on Cloudstack. We
stopped assigning specific issues as GSoC after a few years, one year ago
as the outcome was usually a bit disappointing.

Individual initiative as your own is very much welcomed though. You can
either look for older labels gsoc2021, gsoc2022 or gsoc2023, or just pick
any topic that interests you, We are prepared to mentor you and have some
experienced mentors in the community as well.
