The title seems misleading to me, it looks like the option for admins to
enforce password change for security reasons.
But in this case it is just enforcing the password change for a user on
login whose password is changed by the admin.
I suggest we should just name is section something like "Password reset for
users" and explain
1. How a password can be changed by admin/user
2. Along with that explain password change is enforced for the user after
step1.
