Hi,
On download.cloudstack.org, the Release files for focal, jammy and noble
do not declare 4.22 as Component, but the hash blocks in the same files
list non-empty 4.22/binary-{all,amd64,arm64}/Packages indexes, and the
.debs are present in the pool. apt-ftparchive indexed 4.22, the publish
config just doesn't advertise it in Components.
apt installs anyway; aptly refuses to mirror because Components doesn't
declare 4.22, which blocks local mirrors.
Fix should be adding 4.22 to APT::FTPArchive::Release::Components and
re-publishing.
