I just got the same error, then found it's due to:

to start agent: Resource class not found:
com.cloud.storage.resource.PremiumSecondaryStorageResource due to:
java.lang.ClassNotFoundException:
com.cloud.storage.resource.PremiumSecondaryStorageResource

of SSVM agent.

Edison recently change the build of ISO. Rebuild the systemvm.iso with
-Dnonoss solve the issue.

mvn -P systemvm -Dnonoss
