Yes, except for few (new ones) by default all API (except non-oss ones)
should run using latest cloudmonkey, those apis are precached and packaged
within cloudmonkey. From 4.2 onwards, users can run cloudmonkey sync to
update any API changes from a management server which has the
ApiDiscoverService plugin enabled.
