The ASF has defined releases for projects as something that aren't able to
be veto'ed.  Voting is what counts here.

If people are +1, then great!  If people are -1, then that's their choice
(as I've voted for this RC).  I can't block this release as a PMC member.
 All I can do is vote as I see fit.
