A shared guest network VR ip\place holder ip is not available in
user_ip_address table, but corresponding entry is there in nic and trashis
leading to an NPE.

Testing

Built CS,tested Deploy Data Center, ran test cases mentioned i.e., multiple ips
per nic and are passing successfuly.
