Please read my proposal and reply to MIn regarding this. There is no strictness 
around how you want to do bugfixes so I want you to take this as a guideline. 
For example, one can do 10s of bugfixes in a branch and ask RM to review and 
merge on release branch and that is alright.

The important thing is that they don’t fix it on master for all the bugfixes 
that qualify for the release branch though they will be free to merge other 
things on master such as feature work and other fixes that has nothing to do 
with the release branch. For non-committers reviewboard will be the way.

With this I’m trying to get more people including sponsored developers 
interested in release branches and the release process.
Getting people to follow a baseline protocol based workflow would help support 
multiple release branches in the long run as we could maintain something like a 
LTS release.
