open vm console，throw faile, public ip and private ip is ok by ping in
cp vm.

hyper-v agent:4.4.3 or 4.4.1
cloudstack:4.4.2
hyper-v : 2012 r2
system vm template:4.4.1-7 or 4.4.0-6
error info：Access is denied for the console session. Please close the
window and retry again
