I've fixed most of the issues mentioned in this PR. In many VO classes, an
empty constructor was needed as tests were creating objects using that
signature. Logs and exception throwing has been fixed as well.
@abhinandanprateek can you look at the rest ones or advise on them, and also
fix the testComputeAdjustedTime() in QuotaServiceImplTest. Thanks.
