Allow CGN (RFC6598) to be used within a VPC
Add the CGN network to the list of allowed netblocks for guest networks.
Additionally convert the previous strings to a list to allow easier
modification/expansion in the future if needed.
You can merge this pull request into a Git repository by running:
$ git pull https://github.com/myENA/cloudstack upstream/vpc-cgn
