Hey Will, There is a PR open for it at https://github.com/apache/cloudstack/pull/1989 to be merged into version 4.9, though it looks like a pretty significant amount of work and by the time it's ready I imagine we might be looking into 4.10.
Not my PR, but seems that disks do get implemented as data volumes.
