   Old -> VPC -> Create network with internal LB, or select network tier where 
Internal LB button is enabled -> Add LB:

   Select the newly created LB rule -> Edit or use Assigned VMs tab to assign 
VMs to the rule:

   The assign VM form should all VMs in the VPC tier except for VMs already 
added to the LB rule:
