   **Describe the bug**
   Network > VPN users is visible when logged in as domain admin in Primate UI. 
It is not in the old UI. 
   
   **To Reproduce**
   Steps to reproduce the behavior:
   1. Go to 'Network'
   
   **Expected behavior**
   Adding / creating VPN users is not working anyway, it doesn't make sense to 
have this in the UI.
