Upgraded a small RaspberryPi4 board with 4.13.1.0 and post upgrade was able to 
get the KVM agent and management server up and running.

The only change (that is specific to raspberrypi4) I had  to do was the 
following to make cloudstack-agent run: (blogged here

rm -f /usr/share/cloudstack-agent/lib/jna-4.0.0.jar
