One more thing: Simply base64-ing the cloud-config and passing it to
cloudmonkey is not enough. It needs to be a proper multi-part MIME message,
such as this one:

MIME-Version: 1.0
--//
Content-Type: text/cloud-config; charset="us-ascii"
MIME-Version: 1.0
Content-Transfer-Encoding: 7bit
Content-Disposition: attachment; filename="cloud-config.txt"
