   **Describe the bug**
   when creating an account/user it is expected that help is shown in empty 
fields. When a field is too short for the full help text, only part is shown 
and no pop-up on hover is shown.
   
   **To Reproduce**
   Steps to reproduce the behavior:
   
   1. Log in as a User or an Admin
   1. Go to 'Accounts'
   1. Click on '+ Add Account'
   1. Scroll down to 'Account'
   1. hover the mouse over the field
   1. See screenshot
   
   **Expected behavior**
   A possibility to see the full descrition of the field, either by scrolling 
or pop-up.
