You're on a unsupported distro, I thought you were on Ubuntu.
Debian is not a supported distro, however you can test/explore by manually
installing cpu-checker from Ubuntu repos.

You can refer to compatibility matrix for supported KVM distros:
http://docs.cloudstack.apache.org/en/latest/releasenotes/compat.html

Regards.

Hi,

Can you install cpu-checker - you may need to enable specific Ubuntu repos such
as main, or download install the deb from:
https://packages.ubuntu.com/focal/cpu-checker

Once cpu-checker is installed, you can try to add your KVM/Ubuntu host.

Regards.

Hi,

Do you have libvirtd installed/running? Please refer to:
http://docs.cloudstack.apache.org/en/latest/quickinstallationguide/qig.html#id1
(CentOS)
https://rohityadav.cloud/blog/cloudstack-kvm/ (Ubuntu)

I'm assuming until now you were trying to install/setup 4.15.1 on CentOS7. On
CentOS it checks if the /dev/kvm path exists and on Ubuntu it runs "kvm-ok"
whose exit value should be 0 (that is, it exists). If you're on Ubuntu, please
install kvm-ok using "apt-get install cpu-checker", and run it manually to
check, for example:

$ kvm-ok
INFO: /dev/kvm exists
KVM acceleration can be used
$ echo $?
0

Regards.

Hi,

Then please check if the kernel you're using ships with KVM enabled. Something
you can do lsmod| grep kvm to check if your kernel ships with KVM.
I also see vmx in your cpuinfo output.

Regards.

Hi,

Do you've Intel VTX or AMD-V enabled on the host? You can check the
/proc/cpuinfo or output of the kvm-ok command.
If this is a virtualised/nested VM, please check and enable hardware
acceleration for your VM.

Regards.
