Hi folks, I reported this issue and I want to check if this behaviour is really a bug or not.
https://github.com/apache/cloudstack/issues/5631 In my point of view, instantly, when a regular user remove a VM, the root and domain admin can completely remove the instance. I saw that, about 1hr after that regular user removed the instance, ACS enabled root and domain admins to remove it.
