As far as I remember I've not seen this error before. @synergiator I've tried the same steps by deleting .terraform folder and terraform init, worked fine. May I know if you trying with local changes or development environment, if yes, can you please follow these steps again from the beginning https://github.com/apache/cloudstack-terraform-provider#developing-the-provider.
