The PHP bug report page is located at http://bugs.php.net/. It looks like they are using something they wrote themselves.
I'd also like to note that the PHP.net bugs page is FAST. Way faster than Bugzilla. Run a query to find all open bugs, and browse page by page ("Next 10 results", etc). It feels very snappy, which I like.
