Really? I thought that Bugzilla did default Cc for every action.

Afaik it does exactly that - I never add [EMAIL PROTECTED] by hand.
I'm just testing this as we speak, when I entered the third comment 
("Does dev@ receive this message?") in 
http://nagoya.apache.org/bugzilla/show_bug.cgi?id=24489, when the bug 
was assigned to myself, bugzilla said "email sent to no one", and no 
mail was sent to [EMAIL PROTECTED]

So I think Joerg is right, CC to dev@ is required when one assigns the 
bug to himself. But it's Friday and I've had a long week, am I missing 
something?
