Is 2.2 still trying to be compatible with J2SE 1.3 or we can safely assume that 1.4 is going to be a J2SE 1.4 only release?

I never went there before it went down, but it now has a
version 3.0.0. That version isn't under the old license
anymore but GPLed (or commercial
for 2500$).
Old versions I can't find there..
