The problem is that the grammar ambiguous, like most grammars. In cases
of ambiguities a deterministic parser select only one action of several actions.
Such cases are called shift/reduce and reduce/reduce conflicts. These conflicts
can most resolved by priorities and associativities.

In your case I rearrange the priorities of the terminals.
