Encoding in HTTP-Header is not set by Serializer

well, 2. doesn't have to go into the serializer (I have never used or
encountered a <map:serialize mime-type="..."/>). is there a use case for such an
override? there is one with Reader's (but they aren't Serializer's). coming back
to responsibilities... overriding the media type with <map:read
mime-type="..."/> should (and could) be allowed in case of Reader's. it's the
processor's responsibility to set the media type on the Environment (which it
gets from the SitemapOutputComponent or an override).
