You can check only if whole number is valid. In fact minus signs between parts are ignored and all digits are treat as single value. Of course minus signs are important because their locations gives information about what kind of rate payer it is (if its instituion or individual person). So 324-00-321-00 is not the same as 324-00-32-100. Moreover as I mentioned I cannot change datatypes of the parts to int because in that case split pattern always returns a validation error which is another bug I think.
