[PATCH] Problems using datatype type="date" variant="time"

If I change the locale from en-US to fr or de, then I no longer get the error
message. Plain en or en-GB do not work either (no surprise there).
Omitting the locale parameter altogether doesn't work either.
For the de locale, everything appears to be fine, but for the fr locale, I do
not get any pop-up if I have click the error indicator for a time field (but I
do for a date field or a string field).
