It is a java compiler. It is shipped as an alternative compiler for the XSP block. I think it was shipped mainly because: Long time ago, there were problems with javac and eclipse don't existed yet. Later there was eclipse, but with some problems. Of course, now all this is history. Anyway I think it was a very nice piece of code at that time.
