FYI there's a trick to easily include blocks from the whiteboard in the 
2.2 build, you can see how it's done in 
http://svn.apache.org/repos/asf/cocoon/gsoc/rgraham/refdoc/ , see the 
local.blocks.refdoc.xconf and README.TXT files.
