Is excalibur still being developed? Last svn commit seemed to be 3 days ago.
It is maintained rather than developed.

If you feel like taking care of it, just subscribe to [email protected] and ask about M2. Even if the list isn't that active, many of the Excalibur and Avalon developers read it so you probably get respons.

Before, Cocoon committers automatically got commit access to Excalibur, don't know if that is the case anymore.
