repeater min-size does not prevent removal of rows below minium size

repeater min-size does not prevent removal of rows below minium size
e.g.
<fd:repeater id="industryStructure" initial-size="1" min-size="1">
I can remove all the rows and submit. Shouldn't min-size keep it from ever
having fewer than those rows, or does this only cause a validation error. If
the latter, then how is this error displayed?
