I also thought about releasing a "publishing edition", a binary with blocks which are useful for basic XML to HTML/PDF/SVG publishing enabled.
As a start, you can simply put together publishing.blocks.properties and short comment in it stating: "... copy this as local.blocks.properties and do clean biuld ...".
